Pay rates are based on education, skill, experience level and internal equity.
New Hires are generally brought in from minimum to midpoint of pay range.

Department: Building Construction Services

Location: New Port Richey

General Description: Highly responsible professional, administrative, and supervisory work directing a major department of County Government which is responsible for ensuring administrative functions department budget preparation and management, contract management, general business operations, update the department business plan, approval of BOCC agendas associated with administration, and coordinate stakeholder meetings, and delivering service through innovative strategies, continuous process improvement, and focusing on performance excellence and customer service.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Essential Job Functions

Essential Job Functions:

  • Oversees development and implementation of all activities and programs of the Building Construction Department, consisting of administration of business operations establishing goals, objectives, and special projects.
  • Develops internal policies of operation in conjunction with the Director BCS/Building Official .
  • Supervises each program in the preparation of annual budgets, in adherence to budgetary appropriations and procedures.
  • Develops policies and procedures for programs, in collaboration with the Director BCS/Building Official.
  • In collaboration with the Director BCS/Building Official, advises the Assistant County Administrator on the business activities and needs of the department and the results of its overall operations.
  • Represents the Department before the Board of County Commissioners; presents issues, projects, proposals, and recommendations for Board action associated with Administration.
  • Monitors the business operations of the programs to ensure conformance with stated departmental and County policies, goals, and objectives.
  • Identifies improvements and coordinates appropriate actions for administration.
  • Performs ongoing evaluation and improvement of service delivery systems.
  • Researches for innovative systems and techniques by which to better serve the Department’s customers.
  • Serves to interact between staff and the public in resolving problems in business operations or review of administrative policies.
  • Coordinates review of proposed ordinances, policies, inquiries, general information, or other contacts on other than routine day-to-day administrative/business operations.
  • Provides guidance, direction, and support in collaboration with the Director BCS/Building Official and department.
  • Performs related work as required.
  • Respond to inquiries regarding general information related to day to day administrative operations.
  • Performs mentoring and evaluations of staff through conferences, observations, and written reports and recognizes successes in achieving established goals.
  • Develops and increases staff understanding of administrative processes through identifying or establishing training opportunities.
  • Supervise administration team.

Additional Duties/Responsibilities:

  • Receives and resolves public concerns and complaints.
  • Follows safe working practices and has a working knowledge of safety practices and procedures in accordance with local and state regulations.
  • Serves an essential role in the County’s disaster preparation and/or disaster recovery efforts.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of management as applied specifically to governmental administration and operations.
  • Knowledge of budgetary procedures and preparations.
  • Knowledge of impact fees and fee accounting systems.
  • General knowledge of the administration of state and local ordinances.
  • Ability to establish and maintain effective working relationships with the County Commissioners, County Employees, business partners, other governmental agencies, and the public; often in stressful situations.
  • Ability to set a vision for the future.
  • Ability to build a strong leadership team that is capable of implementing the vision and goals of the County.
  • Ability to analyze and solve administrative problems.
  • Ability to prepare and analyze operating procedures and administrative reports.
  • Ability to represent the County at public speaking events.
  • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.
  • Ability to maintain an enthusiastic, self-reliant, and self-starting approach to meet job responsibilities and accountability.
  • Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING & EXPERIENCE: Graduation from an accredited college or university with a Master’s Degree in Business Administration, Public Administration, or comparable related field and eight (8) years’ of experience as a Director, Business Manager, or related role OR a Bachelor’s Degree in the fields listed and ten (10) years’ of experience. Experience with a jurisdictional population greater than 100,000 people is preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver’s license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner, Kaizen, or Project Management Professional (PMP).
